Government Contractors Required to Hire the Competition?

On January 30th, 2009, President Obama signed into law Executive Order 13495, ensuring the non-displacement of qualified workers under service contracts. What does this mean for the local government contracting industry? According to the White House press release on the subject, Executive Order 13495 signifies that the government believes its procurement interests are better served on rebids by the winning and successive contractor retaining the workforce of its predecessor. Fixed Price Contracts Wrapped up in the Stimulus Package
According to Federal Computer Week, the new stimulus bill will require agencies to push for fixed pricing on contracts. Additionally, all contracts without a fixed price and awarded without competition for the work must undergo further oversight. According to the Global Language Monitor, April 29th, 2009 will ring in the one millionth word in the English language. Unlike some of our European counterparts, there are not any accredited institutes which monitor the English language, most likely due to its mongrel status.
