Timothy C. Hays is partner of research and healthcare solutions at Attain LLC. From 2005 to 2009, Hays was federal director of the Research, Condition, and Disease Categorization project in the Division of Program Coordination, Planning, and Strategic Initiatives in the National Institutes of Health Office of the Director. In addition, Hays has provided leadership for science- and research-based knowledge management, data mining, as well as visual and data analytics used to examine the NIH research portfolio and to communicate information.
In February 2009, Hays left his government position to establish the new healthcare division at Digital Management, Inc., with a focus on federal use of analytical processes and tools. During this time, Hays continued to provide part-time consulting to the NIH.
Previously, Hays spent a year in the Office of Extramural Research as project manager for the implementation of the NIH Public Access Policy and co-lead for the implementation of the SF424 federal grant application. He also served for five years at the National Institute of Mental Health as special assistant to the deputy director and then as director of the NIMH Outreach Partnership Program. In addition, Hays participated in the development of the surgeon general’s supplemental report “Mental Health: Culture, Race, and Ethnicity.”
Hays received his bachelor’s degree in psychology from Purdue University, and his doctorate degree in neuroscience from the University of California, Los Angeles.
