Exclusive: COO Bill Parker on Salient Federal’s 28-Course Air Force Instructor Award

COO Bill Parker

Salient Federal Solutions, Inc. announced today that it was awarded a contract by the Technical Training Instructor program to provide technical training instructors as well as operational, administrative, management and supervisory personnel at five Air Force bases to airmen including international military students.

Salient’s instructors will assist in teaching 28 different courses related to such topics as avionics and sensors, fighter aircraft maintenance, aerospace ground equipment and propulsion systems, aircraft electrical and environmental systems, and fighter crew chief courses.

In an interview with Executive Mosaic, Chief Operating Officer Bill Parker said, “Salient invested heavily in what we call the Salient Talent Operation Center (TOC).”

He added, “We used this state of the art command center and its associated systems and processes to identify and attract the best and brightest talent long before we even submitted our proposal.”

When asked about international expansion, Parker said, “the award of TTI gives us great exposure to the AF Air Education and Training Command System.” Parker added, “AETC has the responsibility of providing an extensive number of instructors to support the Saudi Arabia F-15 FMS program and TTI is the beginning of this support and ensures Salient has the knowledge, expertise and experience to provide instructors for those future programs and requirements as well.”

When asked about potential management issues, Parker said, “The biggest challenge is access and communication.”

He added, “Access – each base has its own process to grant access to Government Computers, Email, AF Portal, ADLS, STARS, IMDS  and host of other computer databases and we had to work through each base process to ensure our people had he necessary tools to begin work.”

“Communication-since employees don’t have access to email on day one, communicating with those at other bases until their phones and emails are set up. This is a challenge.”

When Parker was asked about how the award affected Salient’s position, Parker said, “this experience increases Salient’s footprint in the training market space and will help us to continue to grow in the aviation, aircraft, and maintenance training arenas.”

He added, “It also prepares us to better support allied military training that will be increasingly important for our nation.”
