Cloud EbizA report by University of North Carolina researchers for IBM‘s Center for the Business of Government examined the risks state and local governments face when transitioning to cloud platforms, GOVERNING reported Thursday.

John Kamensky, a center senior fellow, writes that study authors Shannon Tufts and Meredith Weiss identified issues associated with cloud migration contracts based on interviews with cloud users in North Carolina.

The researchers cited several concerns including cloud services costs, infrastructure security, data assurances, governing laws, service-level agreements, outsourced services, changes to the functionality of the service, disaster recovery, mergers and acquisitions and compliance.

Tufts and Weiss proposed that terms and conditions of a contract be kept as an exhibit for future references and added that contract renewal and termination clauses should also be taken into consideration, the magazine reports.
