Rebecca Cowen-Hirsch

Rebecca Cowen-Hirsch serves as senior vice president for government strategy and policy for Inmarsat‘s U.S. government business unit.

Cowen-Hirsch has responsibility for shaping Inmarsat’s strategic direction and policy with respect to government. She also leads the government outreach and advocacy program for Global Xpress.

The 20-year defense, aerospace and executive leadership veteran is a former member of the Senior Executive Service in the Department of Defense, served as the Program Executive Officer for SATCOM, Teleport, and Services at the Defense Information Systems Agency.

Previously, as Director of the Defense Spectrum Office, her responsibilities included the development of national security spectrum strategic plans and policy and national and international negotiation of Defense spectrum issues.

She was the first female civilian Mission Commander for the Advanced Range Instrumentation Aircraft mission and is the recipient of an Exemplary Service Medal for her years of service to the Department of Defense.

Cowen-Hirsch received her Bachelor of Science Degree in Electrical Engineering from the University of Kentucky and completed her post-graduate studies in Engineering Management at the University of Dayton.
