International Space StationThe Government Accountability Office has denied Sierra Nevada‘s protest against the award of contracts for the NASA Commercial Crew Transportation Capability program to Boeing and SpaceX.

Ralph White, managing associate general counsel for procurement law at GAO, said Monday the agency found NASA clearly notified CCtCap program bidders that their proposals would be evaluated against a 2017 spacecraft certification goal.

Sierra Nevada had challenged NASA’s evaluation of proposed commercial capsules, saying the process was inconsistent with the criteria stated in the request for proposal.

During the solicitation, the space agency received a spacecraft development bid price of $3.01 billion from Boeing, $1.75 billion from SpaceX and $2.55 billion from Sierra Nevada, White says.
