DHS - ExecutiveMosaicThe Department of Homeland Security has launched a solicitation for telephone services for various detention centers nationwide.

The solicitation released May 6 seeks proposals for a telephone network for contract detention facilities, Immigration and Customs Enforcement service processing centers, state and local detention centers, and 72-hour holding facilities.

DHS plans to award an indefinite-delivery/indefinite-quantity contract on July 13.

The contractor will provide pro bono, intrastate and interstate debit, collect and pre-paid collect, and debit international calls for detainees housed at several facilities.

DHS also requires the contractor to install, maintain and repair the telephone system, and report all service activity to ICE.

Under the contract, the company will have exclusive rights to sell the calls made at various detention facilities and profits from those calls will serve as the only revenue stream for the contractor.
