Phil Horvitz serves as chief technology officer of AECOM, where he is responsible for the company’s efforts to set its technology goals and strategy.
Horvitz leads the development of various offerings such as cloud computing, cybersecurity and agile methodologies. He was CTO of Apptis from November 2003 through July 2011 before he joined AECOM (previously URS Federal Services)Â in 2011.
Prior to Apptis, Horvitz served as CEO of General Data Systems, a provider of software development and system integration.
Horvitz holds a bachelor’s degree in computer science from the University of Maryland, where he is a member of the board of trustees and the board of visitors at the College of Computer, Math and Natural Sciences.
