Interview with Dan Johnson, President of General Dynamics Information Technology

Since his days at the U.S. Naval Academy, Dan Johnson has focused on solving problems and enhancing operations for DoD and civilian agencies. That focus has only grown with each and every successive role. In April, Johnson became president of General Dynamics Information Technology (IT), a tier-one government contracting company that supports clients across the spectrum, from defense to intelligence. In the following Q&A, Johnson talks about his goals for the year, where the greatest opportunities for growth reside, and what it takes to be successful in today’s government contracting space.

Tell us about your new role at General Dynamics Information Technology (IT) and what does that mean to the company?

Dan Johnson: As the President of General Dynamics Information Technology, I am leading a talented and dedicated team of professionals, continuing the company’s unwavering commitment to supporting our defense, intelligence and civilian agency, and commercial customers. We have grown significantly during the last few years and continue to add depth and breadth to our solutions. We have recently entered into a definitive agreement to acquire ViPS a healthcare IT company and through other acquisitions including Anteon, General Dynamics IT leverages more than 15,000 professionals who have the experience and expertise to provide fully integrated capabilities to support mission-critical government and commercial programs across the globe. As we move forward, we will continue to combine innovation with proven best practices to deliver value and results to our customers. As a tier-one IT and professional services organization with substantial growth opportunities we are very excited about the future.

Prior to assuming the role of president earlier this year, I served as the senior deputy to former General Dynamics IT President Mike Chandler. Mike and I worked together optimizing internal operations and focusing on service excellence. For the last 18 months, we collaborated with sister General Dynamics business units and worked within our own business unit to establish a strategy geared toward success alongside the largest IT and professional service providers in our market.

During this transition period, I also spent significant time with our customers as well as our operational division leaders and their respective program teams – the individuals that work shoulder-to-shoulder with our clients. I had an opportunity to work closely with each division within General Dynamics IT and the people that work tirelessly for our customers.

Comedian Rodney Dangerfield is perhaps best known for his line “I don’t get no respect.” One wonders if, in a previous life, Dangerfield was a chief operating officer. While the president and chief executive officer are accountable for establishing an organization’s goals – and meeting them – over time it is the COO who is charged with delivering results on a day-to-day basis. Operating down in the trenches, the COO is often overlooked and under-appreciated, but make no mistake: A company with a strong No. 2 holds a tremendous edge over its competitors.

To offer COOs a little respect, ExecutiveBiz has assembled its list of 10 Beltway chief operating officers who are especially instrumental in driving business growth and sound operational efficiency for their companies. Prior assumed the COO role for SAIC in October of last year, previously serving as president of SAIC’s Intelligence, Security and Technology Group. Prior played a leadership role in the company’s October 2006 IPO, which involved a strategy to keep employees focused on client work during what can often be a challenging internal culture shift. Whether it is working on the IPO, global acquisition activity or establishing strategic alliances, Prior has proven adept at marrying day-to-day execution with the company’s long-term vision.

As COO, Prior serves as the company’s highest-ranking DC-area executive, and will continue to lock in on delivering top- and bottom-line growth for the rest of the year. Prior also remains intensely focused on the details of business fundamentals and execution, and expertly fulfills the day-to-day COO duties by tapping into extensive experience in program execution, and financial controls and functions. In an ExecutiveBiz interview last year, Prior cited “Execution: The Discipline of Getting Things Done,” by Larry Bossidy as his favorite business book. In Prior’s case, he has clearly been practicing what he reads — with great results.

Mendler, the company’s first COO, is no stranger to our ExecutiveBiz top 10 lists. The employee-owned technology solutions provider relies on Mendler to manage execution of corporate strategy during what has been a highly active growth period – both organically and through acquisitions of Anteon and LogConGroup.

Mendler views her role as one of chief administrative officer; the person responsible for leading the company’s day-to-day strategy and execution. The formation of the COO position was in fact a testament to Alion’s growth, and with no predecessor or hand off, Mendler has made it her own, while continuing to play a lead role in executing the vision of the company.

In 2007 BearingPoint Public Services was like the New York Giants of the prime contractor community. While the usual suspects were grabbing headlines, BearingPoint quietly and matter-of-factly closed major deals and rose to No. 24 in Washington Technology’s Top 100 Federal Prime Contractors listing, an increase of over 60 percent during a three-year period.

One man responsible for helping the public services unit experience such dramatic growth is Winn. In leading the business and operational organizations for the $1.4 billion public services practice, he has consistently helped to register sizable increases in operating margins and profitability. We should also point out that if President Bush misses a Cabinet meeting and needs an update, Winn might be just the man to provide it: BearingPoint Public Services oversees and supports client delivery services at all 15 Cabinet-level agencies.

It didn’t take long – roughly three months – for the leadership at NCI to realize Glasgow was uniquely suited to improve efficiencies and drive new business across the company’s organizations. After joining the NCI as Executive Vice President of Federal Programs in February 2004, Glasgow rose to Deputy COO and then in May of that same year to COO, reporting to Michael Solley, President of NCI.

Since that time, Glasgow has managed the day-to-day operations of the company, which was named to the Washington Technology Top 100 Federal Prime Contractors list in 2007. In January of last year, Glasgow added the role of president to his duties after Solley stepped down. In naming Glasgow president, NCI chairman and chief executive offer Charles Narang cited his operational leadership and role in driving a robust new business pipeline, one that the company expects to grow this year.

Coleman has held the COO mantle since September 2004, and since that time has led day-to-day operations while playing a key role in helping ManTech grow both strategically and through acquisition. His acumen was on display when ManTech acquired prime government contractor McDonald Bradley Inc. for $76.5 billion last year. Coleman was CEO and President of Integrated Data Systems Corporation (IDS) until ManTech acquired it in February 2003.

While ManTech hasn’t quite yet met its goal of becoming a $5 billion company, it won’t take long — based on the rapid growth and activity Coleman has helped to usher in over the past few years. And throughout the acquisitions and growth — ManTech was named one of Business 2.0 magazine’s 100 Fastest Growing Technology Companies for the second consecutive year and to the Deloitte & Touche list of the 50 fastest growing technology companies in Virginia — Coleman has not taken his eye off day-to-day operations.

As is the case with top COOs, Hobbs wears multiple hats for the IT services and solutions provider. At Unisys, he is not only responsible for sales, service delivery, account management and driving profitable revenue growth within defense agencies, but also improving the overall operational effectiveness across the Federal systems organization.

Over his 30-year career, Hobbs has developed particular expertise reengineering organizational structures to maximize efficient operations, as well as generating new business opportunities. He is also part owner of ‘Ferrari of Washington.’

While in the Navy, Wilson served on a number of submarines and his final tour was with the Tomahawk cruise missile program. When it comes to cruise missiles, locking in on a strategic direction to hit the intended target is essential. Wilson has applied that instinct to his executive role with Stanley since joining the employee-owned systems integrator in 1989.

Wilson oversees Stanley’s account managers and executives responsible for customer relationships, revenue growth and client base expansion. In addition, he is responsible for corporate development activities and setting the direction for strategic services, corporate communications, marketing, business intelligence and proposal activities.

Aided by Wilson’s efforts, Stanley executed a successful IPO in October 2006 (though the majority of stock is owned by employees), and the company has grown to 3,500 employees and become a go-to integrator for Federal agencies mission critical needs. This year has been a busy one so far: the company was recently awarded a $570 million contract to continue support of the Passport Program, and in January the company was named – again – to the Fortune 100 Best Companies to Work For list.

Johnson is another frequent focus of the ExecutiveBiz blog, most recently when it was announced in February that he would take over for the retiring Michael E. Chandler. Johnson is no stranger to the COO role, serving in this capacity at Anteon Corp., until his current employer acquired it.

Johnson officially assumes the reins in April, and will focus on continuing the firm’s reputation for delivering exceptional customer service in the areas of IT, systems engineering and systems integration to the Department of Defense, national intelligence, federal civilian and state/local agencies.

Like Mendler, Gray was hired as INDUS’ first chief operating officer. In that role, he has assumed responsibility for leading both operations and business development, while integrating the company’s business development efforts with ongoing operations. Though his role is a demanding one, he still believes that executing both functions in a hands-on manner is vital.

As the company grows, Gray is focusing on making sure that each business unit receives the resources it needs to succeed, while holding them accountable for results. Gray’s track record at Anteon and technical background serves him well as he seeks to help INDUS become a $300M+ company four years from now – a goal that will require aggressive organic growth as well as M&A activity.

While Leslie has only held the position of President and COO at the Federal IT services and solutions provider for about four months, it is certain that we will all be hearing a great deal more from both Apptis – and Leslie – as 2008 progresses. With Leslie on board, Apptis will continue its focus on an “…organizational strategy that emphasizes its broad technology services offerings while expanding the company’s value-added reseller business as the Apptis Technology Solutions business.”

To continue to usher along Apptis’ growth in the Federal market – it ranked No. 44 on Washington Technology’s 2007 Top 100 list of the largest government prime contractors – Leslie will tap 13 years of technical and management experience at EDS. While day-to-day operations will be a vital part of his role, Leslie’s background operating in entrepreneurial climates – most recently as part of the private-equity-backed management team that founded Apogen Technologies – will surely keep Apptis innovative and nimble as it grows.

Changes Afoot for Beltway Game Changer Dan Johnson

johnson-107-200pxs2-web.jpgAll I can say is the 10 executives named last month to the ExecutiveBiz Beltway Game Changers list have to be feeling pretty good about their employment prospects in 2008. Yesterday, Dan Johnson was appointed President of General Dynamics Information Technology - effective April 1. In elevating Johnson from his previous role as EVP, I can only wonder which of the following factors came into play for the General Dynamics executive team:

1) Johnson’s skillful handling of the day-to-day operations of the 16,000 person organization the past two years

2) Johnson’s successful track record as COO at Anteon before the company was acquired by General Dynamics in 2006

3) Johnson being named by ExecutiveBiz as one of the top 10 Beltway Game Changers last month

As much as I’d like to believe that the ExecutiveBiz distinction led to his new role as President, I’m willing to allow that Johnson’s performance the past several years did not go unnoticed at the company. As President, Johnson will report to Gerard J. DeMuro, General Dynamics executive vice president and group executive for Information Systems and Technology. Johnson will succeed Michael E. Chandler, who is retiring.

In the release, DeMuro cited Dan’s “… deep understanding of General Dynamics Information Technology’s services, customers and opportunities,” adding that, “… General Dynamics Information Technology will continue to prosper by providing exceptional service and achieving high levels of customer satisfaction under Dan’s leadership.”

In his new role, Johnson will be in an even better position to truly change the game for General Dynamics in the Federal IT space. Time will only tell which game changer we shall hear from next.

ExecutiveBiz Selects Top Ten “Beltway Game Changers”

Earlier this month ExecutiveBiz highlighted ten area executives in relatively new roles who we expect to be firmly placed in the 2008 spotlight. Perhaps these executives can take their cue from another set of leaders who have grown quite accustomed to being in the middle of the action. ExecutiveBiz’s “Beltway Game Changers” recognizes 10 prominent names who are not only well-known commodities within the DC government contractor community, but heavy hitters who lead some of their organizations’ largest and most critical business units.

The ten executives listed below have lofty goals to achieve and tens of thousands of employees to lead and motivate. Not surprisingly however, they are ten leaders with the track record and pedigree to hit all of their marks.

Staff meetings were probably a little easier to arrange decades ago when O’Neill entered the government technology space as a contract negotiator for Sanders Associates (now BAE Systems). Today, as President for the largest employer in the Commonwealth of Virginia, communicating and motivating 18,500 employees requires a little more strategic coordination. But, as he said when interviewed by ExecutiveBiz in early 2007, the company’s product is the employee which means that every single person is critical to the firm’s success.

As one of 30 companies awarded part of the Alliant ID/IQ Contract, O’Neill – and all NG employees – are in store for a busy 2008. Despite the commitments required with his day job, O’Neill served as the 2007 chairman of the Professional Services Council; recently joined the Board of Directors of Lee Technologies; and is a board member of the Northern Virginia Technology Council and the Security Affairs Support Association.

Some executives – perhaps concerned about failing to meet lofty expectations – keep their corporate growth plans buried deep within the bowels of the C-Suite. Hoover however, has never been one to shy away for aiming big and hitting the mark, and he put a definitive stake in the ground by securing a $75 million expandable line of credit to have on hand for his aggressive acquisition plans.

Hoover has not even hit the three-year mark at American Systems, but he’s made a quick mark at the company with a plan to hit tier one status sooner rather than later as part of corporate vision/2012.

After transforming a small division at Lockheed into a 14,000-employee operation it surprised few when Gooden was promoted to her current role January of last year. The U.S. Black Engineer and IT Magazine 2006 Black Engineer of the Year is now engineering a 52,000-employee Lockheed business area that embodies a concerted realignment from traditional defense contractor to fast-growing IT services.

Johnson’s bio indicates he is responsible for the day to day operations of GD’s 16,000 person Information Technology unit – which no doubt makes for some long days balancing short-term operational needs with long term objectives. The IT unit - formed after the December 2005 Anteon acquisition - is chugging along under Johnson’s stewardship as he aligns the two firms’ expertise (networking and mission-based services) together.

In an ExecutiveBiz blog posting back in October, I cited Antle’s published commentary in the Washington Post about scrutiny directed at government contractors. Because Antle is held in such high esteem inside and outside the government contractor community, he was the ideal thought leader to remind readers in that piece how the overwhelming majority of contractors are playing a critical role in aiding government and military operations.

Antle assumed his current role over three years ago, and the company’s mantra of Rapid Response Rapid Deployment® seems to be paying off as SI brought in $450 million in Federal Contracts (if all options are exercised) during September of last year alone. Beyond the revenues however, Antle has the company on a path that has earned the respect of peers. SI was named 2007 Contractor of the Year at the 5th Annual Greater Washington Government Contractor Awards.

While Presidential election uncertainty can be good news for lobbyists – who typically thrive when clients need to cover all bases – election years can be challenging for Government Contractors that will see ambitious new and lucrative Agency initiatives fade as November approaches.

As Baroni cited when interviewed for a recent Washington Technology story, Unisys’ Federal Systems Unit must certainly contend with that reality. But, Baroni adds, he is leading an aggressive charge to secure the most strategic and significant opportunities out there for 2008 – first and foremost holding on to the DHS Information Technology and Managed Services contract (the next iteration of which could be worth up to $1 billion) it has been fulfilling since 2002.

Baroni has helped to transform Federal Systems into a true leader in providing solutions to secure the government enterprise, and while the election year will invite the unknown for contractors, he is focused on making growth and new wins a certainty.

CGI-AMS might be one of the more acronym-loaded post-merger names inside the Beltway, but Donna Morea is one name that has always rolled off the tongue frequently – and favorably – within the Federal IT community.

Morea jointed AMS in 1980, and has gradually extended her leadership and involvement with area business and technology organizations – including her current role as Vice Chair of the NVTC. All of this while not only successfully integrating CGI and AMS, but growing it as well through what she described to ExecutiveBiz back in May as a “evolutionary rather than revolutionary” approach to winning business.

Morea’s interests are as diverse as her background – which focused as much on the arts as it did on business pursuits. Known throughout the community for her role as Chair of the 2007 Kidney Ball, and perhaps by pasta fans for her Internet-based Italian oil business. The good news for CGI is that while Morea’s oil might be saturated (the good kind, right), the market opportunities for her company to grow in 2008 aren’t.

I’ve always wondered what happens when a Google employee Google’s himself. Perhaps the entire system implodes or banishes the employee to the 5th dimension. Regardless, if Mike Bradshaw, head of Google’s Federal Enterprise Unit, conducts a search these days it is likely that far more content will come up as the ever-expanding behemoth continues to make Federal IT inroads.

The Federal team has roughly quadrupled over the past year and extended its focus from search to Google Maps, Google Earth and security product offerings resonating within the Federal enterprise. Bradshaw’s predictions made to ExecutiveBiz about where the Federal space is headed in 2008 offers a window into the pain point Google hopes to address with Software-as-a-Service (SaaS) tools that Government organizations can use for collaboration, security and efficiency.

While enigmatic chief Larry Ellison is always the one associated with Oracle, the name Mark Johnson is becoming increasingly recognized within Federal IT circles as Oracle extends its plug-and-play methodology to the public sector.

The company’s recent acquisition of BEA Systems will aid Johnson’s Public Sector operation when pitching Agencies on how to improve efficiencies via SOA. Johnson is a long-term fixture at the company, and has been a tremendous part of the Public Sector unit’s ability to penetrate the market – 100 US federal government agencies - and 1,500 public sector organizations – now run Oracle applications to improve efficiency and accountability.

Before Marcotte was leading the charge to drum up Federal business for DLT Solutions, he was a drummer (don’t worry Rick, the hyperlink doesn’t take readers to an old photo) in a rock band during high school. While the long hair might be gone – thankfully not all of it – Marcotte’s growth plan has DLT’s vendor-centric model rocking and rolling along just fine.

In the hyper-competitive VAR market, Marcotte continues to help DLT achieve aggressive growth – evidenced by its recognition as one of the Inc. 5000 fastest growing private companies; Federal Times top 100 contractors and a top government integrator and GSA vendor.
