Philip Reitinger, deputy undersecretary for National Protection and Programs Directorate at DHS, told the Senate Committee on Homeland Security and Governmental Affairs that “Hackers, in some way, have remained better in information sharing than we in government have been.”
Hackers gather on servers and share information on new techniques and sell stolen information to one another, such as credit-card numbers. Participants in these chat spaces are difficult to find as many of the post and transactions are anonymous. Reitinger also highlighted that a “priority is building partnerships with key stakeholders inside and outside government, including strengthening our working relationships with the private sector on all levels.”
