AFCEA International has signed a Memorandum of Understanding with the U.S. Coast Guard, which provides a framework for technical interchange between the two organizations.

The Coast Guard’s C4I Service Center will leverage AFCEA resources for providing market research, identifying technology trends, and raising awareness of ongoing efforts.

As part of the agreement, Mark Powell, director of the C4IT Service Center, has been elected as a liaison member of the AFCEA Technology Committee. Prior to his current role at the center, Powell worked for the Federal Aviation Administration as director of IT research development and CTO. Before joining FAA, he served as CTO for the Command, Control, Communications and Computer Systems Directorate of the Joint Staff.

Powell also spent numerous years in the private sector, testing submarine reactor systems, designing industrial test systems, and contributing to the design and development of NASA network communication systems supporting satellite and space shuttle missions.
