ICF Brings in Decorated Government HR Exec to Manage Workforce

Jeffrey Neal has held executive-level human resources and human capital positions with U.S. government bodies including the Department of Homeland Security, the Defense Logistics Agency and the Commerce Department.

Now, he will lead efforts supporting human capital and performance management at ICF International.

“We are very pleased to add Jeff Neal to our team,” said Peter Bonner, senior vice president at ICF International. “A visionary human resources executive with extensive experience at all levels in the Department of Defense and civilian agencies, he is a strategic leader with a track record of proven results in service excellence.”

Neal was once named professional of the year by the International Public Management Association for Human Resources and Government Executive Magazine named Neal its 2010 chief human capital officer of the year.

He also has received:

  • the Presidential Rank Award as a meritorious executive
  • the Department of Homeland Security Outstanding Service Medal
  • two Navy Meritorious Civilian Service Awards
  • the Department of Commerce Bronze Medal
