House Panel Recommends More Small Business Contract Awards - top government contractors - best government contracting eventThe federal government should increase its goal of small business prime contract awards from 23 to 25 percent, according to a panel of lawmakers.

A House Armed Services Committee panel recommended the increase in a Monday report.

The Panel on Business Challenges Within the Defense Industry and also recommended Congress and the Defense Department review its contracting procedures and assess performance.

The panel said those actions should open more doors to small businesses.

Earlier this month, the House Small Business Committee passed a bill requiring agencies to award a quarter of their contracts to small businesses.

Senior agency officials would not receive their bonuses if their agency did not meet the set-aside goal under this proposal.

The committee approved five other bills designed to increase small business participation in contracting.

According to the Center for Strategic and International Studies, small businesses won between 17 and 17.4 percent of defense contracts between 1999 and 2009.

Large businesses won between 47 and 53.7 percent of defense contracts in that same time frame.
