Tim Conway, president of public sector at NTT Data, has highlighted several practices for information technology that he believes will help refresh the way government operates.

Conway wrote in an opinion piece for Nextgov published Monday that chief information officers consider legacy modernization as among their upgrade priorities.

He said technologies such as business analytics, cloud-based tools and Web-based interfaces are some of the tools that can help to upgrade legacy systems.

Conway also wrote that a hybrid of tool-based modernization method and system integrators approach to upgrade offers enhanced productivity and reduces costs.

He also highlighted the use of automation and cited a metropolitan property records system in the northeastern U.S. that picked a model with an automated tool and a manual rewrite to update its code.
