DHS Awards Contracts to IBM, Deloitte Through Procurement Innovation Lab's 2-Phased Approach - top government contractors - best government contracting eventThe Department of Homeland Security's procurement innovation lab has implemented a two-phased approach to streamline the acquisition process and cut the time it takes to award contracts, Federal News Radio reported Monday.

DHS awarded contracts to Deloitte and IBM through PIL's implementation of a self-certification method based on technical assessment factors in the initial phase and oral presentations in the second phase.

Within 42 days, Deloitte secured a potential $58 million contract from DHS for a service management platform designed to manage workflow requests.

Polly Hall, strategy and planning lead for PIL, said the department realized about $13 million in savings on the Deloitte contract.

DHS used the Eagle 2 contract vehicle to award a potential $82 million deal to IBM for financial system modernization work.

Hall noted that DHS awarded the IBM contract within 57 days.
