Allen Badeau, chief technology officer at Empower AI, said the U.S. needs to enact comprehensive legislation to advance the governmentwide adoption of artificial intelligence.

New legislation should streamline the AI development process, creating cohesive and measurable benchmarks for agencies at the beginning stages of their AI journey,” he wrote in an article published Sunday in the Cyber Defense Magazine.

Badeau cited the importance of having standardized AI legislation in breaking down data silos and facilitating cross-agency collaboration.

“Comprehensive legislation should showcase and clarify the plurality of AI by requiring each agency create a framework explicitly designed for their goals while still meeting baseline government-wide criteria,” he noted.

“Incorporating language requiring developers consider the general challenges most AI solutions must address – such as bias, user safety, and implementation – while allowing a level of flexibility within the details can account for specific agency missions,” he added.

Badeau said the National Institute of Standards and Technology has listed the characteristics of trustworthy AI systems in its AI Risk Management Framework and the U.S. government can establish a foundation for AI legislation by incorporating a legal aspect to the NIST list.
