    Chief Information Security Officer (CISO), U.S. Citizenship and Immigration Services (USCIS)

    Shane Barney is the U.S. Citizenship & Immigration Services (USCIS) Chief Information Security Officer (CISO). In this role, he manages USCIS’s next-generation Information Technology Security program responsible for ensuring the confidentiality, integrity, and availability of USCIS networks, systems, and information, protection from both internal and external threats, as well as the implementation of the information security program and policies for the agency. Before accepting the CISO position, Shane served as the Deputy ISD Chief and Deputy CISO and served as acting CISO. Prior to Shane’s role as ISD Deputy, he was the Chief of the Cyber Intelligence Branch within ISD overseeing the classified operations, communication security, insider threat, and forensic programs for USCIS. Before joining the federal workforce, he worked as a contractor for USCIS first in the Contracting Office in Vermont and then with the Office of Security and Integrity in Washington, D.C. As a contractor, Shane helping to charter the technical direction for the intelligence and fraud/risk detection missions on the classified networks. He developed analytical tools, data requirements, and system access needs in support of these missions. Shane holds two Master’s Degrees and a Bachelor's Degree from the University of Vermont.

    Deputy Chief Information Officer for Cybersecurity and Senior Information Security Officer, U.S. Department of Defense (DOD)

    Mr. David McKeown serves as the Deputy DoD Chief Information Officer for Cybersecurity (DCIO(CS)) and the DoD’s Senior Information Security Officer (SISO) per 44 USC 3544. In this role he provides expert policy, technical, program, and defense-wide oversight support to the DoD CIO on all cybersecurity matters. He is responsible for leading the DoD-wide cybersecurity program and associated governance processes. He partners with industry to improve cybersecurity and information sharing through the Defense Industrial Base (DIB) and represents the Secretary of Defense and DoD CIO in international discussions and negotiates cybersecurity topics in both bilateral and multi-lateral (alliance and coalition) channels. He leads the development of the cybersecurity investment priorities for the Department and provides planning guidance to Components. Mr. McKeown has over 35 years of experience in the Department of Defense having served 27 years in the Air Force and 8 years as a government civilian. He spent 21 years as an Air Force Cyberspace Operations officer skillfully leading numerous organizations and high-visibility initiatives to include the Air Force Cybersecurity Program as a member of the Air Staff. He served as the Director of Enterprise Information and Mission Assurance for the United States Army Information Technology Agency and as the Cybersecurity Center Chief and Enterprise Services Center Chief for the DISA Joint Service Provider in the Pentagon. He led the Pentagon Computer Incident Response Team (PENTCIRT) providing twenty-four-hour-a-day, seven-days-a-week network security monitoring and intrusion detection, attack sensing and warning, and incident response and handling for the Department of Defense's key leadership and staffs. Mr. McKeown most recently led the Department of Justice’s Service Delivery Staff where he was responsible for the acquisition, development, deployment, operations, and maintenance of Department IT as well as delivery of high quality, customer-centric services to ensure the success of the DOJ and its component organizations.

    Senior Cyber Survivability Analyst, Joint Staff J6

    Mr. Steve Pitcher is the Senior Cyber Survivability Analyst for the Joint Staff J6. During Steve’s 20 years in the Air Force, and 18 years as a government civilian with the Missile Defense Agency and Joint Staff, he has held several cybersecurity, command and control, modeling and simulation, information sharing, Joint/Coalition operations, and cyber survivability positions. As part of the Joint Staff, he focused on developing cybersecurity approaches to enable coalition interoperability, with authoritative data services and web-based presentation applications to rapidly deploy a hybrid mission planning and execution network. More recently, he has worked to define how properly articulated cyber survivability threshold performance requirements can reduce resource and mission risk for the acquisition of warfighter systems, by ensuring cybersecurity and cyber resilience requirements are balanced with the system’s other functional requirements during operational risk trade-space decisions. Steve holds a B.S. in computer science and math from the University of Puget Sound and an M.B.A. from Embry-Riddle Aeronautical University. He is also a graduate of the Air Command and Staff College and Air War College, and is a Certified Information Systems Security Professional (CISSP) and Certified Ethical Hacker (CEH).

    VP, Cyber Intelligence, Oracle Government Defense & Intelligence

    Robert J. ‘Bob’ Schumm is a VP in the Oracle Government Defense and Intelligence Group and serves as the lead for the Cyber and Intelligence Tower. Mr. Schumm’s team is responsible for all aspects of supporting key government customers in the Maryland market. Bob has over 20 years of customer facing roles for Oracle in the Defense and Intelligence market segment. Bob has been the principal Program Manager for Oracle’s IC IE contracts since 2014. Bob’s other roles within Oracle have spanned a number of business and hands-on technical roles, across various Oracle product lines in support of the Department of Defense as well as the Intelligence Community. Bob has held similar roles with BEA Systems, RiverSoft, and IBM’s Federal System Division. Bob was one of the principles to open Cambridge Technology Partners’ Washington D.C. office where he managed application modernization efforts for clients to include NASDAQ, Marriott Rewards, Carey International, and the U.S. Customs Service. Bob is also recipient of the IBM Outstanding Achievement Award for successful execution of a major systems modernization effort needed for Federal compliance. Bob holds a bachelor’s degree from Fairfield University.

    Director, Army Functional Management Office for Zero Trust, U.S. Army Cyber Command

    Colonel Smith is a native of Punxsutawney, PA and a former enlisted Combat Engineer and Medical Services Soldier. In 1998, he was commissioned as a U.S. Army Signal Corps Officer at the U.S. Army Officer Candidate School (OCS), Fort Benning, GA. He is a graduate of the U.S. Army Signal Officer Basic and Advanced Courses and is currently serving as a Functional Area 26Z Information Network Engineer. On 7 OCT 2022, COL Smith assumed duties as the Director, Army Functional Management Office Zero Trust (A-FMO ZT). He is a two-time recipient of the Signal Regiment’s Distinguished Kilbourne Leadership Award. Colonel Smith holds a Masters of Strategic Studies from the U.S. Air Force, Air War College, a MBA from the University of Maryland, and a MS in Telecommunications from the University of Colorado at Boulder. COL Smith also holds several industry leading certifications from the International Information System Security Certification Consortium (ISC2), CISCO, Amazon Web Services (AWS), Project Management Institute (PMI), and the Computing Technology Industry Association (CompTIA).
